An Africa where every education decision, in the classroom, the district office and the ministry, is shaped by evidence, and where every learner benefits as a result.
To improve learning outcomes and strengthen education systems across Africa by bridging knowledge generation and real-world educational transformation, through rigorous research, practitioner-centred professional development, evidence-informed policy engagement, and active evidence mobilisation.
Across education systems, the distance between what evidence shows and what happens in classrooms remains stubbornly wide. The pattern repeats across Africa and in low- and middle-income countries generally, and Ghana illustrates it precisely.
Ghana has done the hard part of education access. Enrolment is near universal at primary level and ninety-nine per cent of primary teachers are qualified. The curriculum has been reformed and the national commitments are serious and publicly made. Yet the 2022 National Standardised Test found 62 per cent of Primary 2 learners not achieving early reading skills, and 85.4 per cent of learners in the North East Region scoring zero in reading comprehension.
Research is produced but not translated. Teachers are trained but not supported. Policy is designed without practitioner insight. Promising innovations are piloted, evaluated, and then quietly forgotten.
The ACT Institute was established on a single conviction: that these are not four separate problems but one connected failure, and that addressing it requires an organisation deliberately designed to span the whole chain.
A trusted research and implementation hub with deep regional expertise.
Proven capacity to influence national and regional education strategies.
Focus on equity, innovation, and sustainability in STEM education.
Strong networks with ministries, universities, and global education actors.

At the ACT Institute for Mathematics Education Technology and Policy Research, our mission is clear: to transform math education across Africa through rigorous research, innovative technology, and evidence-based policy.
We face real challenges in education—unequal access, gaps in teacher training, and outdated systems. This institute exists to tackle those challenges head-on. By working closely with educators, policymakers, and communities, we create solutions that make a lasting impact.
Our goal is to empower teachers, improve student outcomes, and influence education policy for the benefit of all learners. We believe that strong partnerships and data-driven approaches are key to lasting change.
